Dom Perignon doesn't seem to fit the bill on either count - Dom is a dry finished wine so I don't know how sweet (or not)you might like.
For an inexpensive, sweet and fruity bubbly I would recommend you to Ballatore Spumante, a California sparkling wine. The old Rednose took to this wine years before Wine Spectator discovered it and called it a Best Buy.
For a relatively inexpensive yet still pleasant Champagne (and everything is relative in that market) - I couldn't tell you. I am a huge fan of Veuve Cliquot yellow label available from $30-40 on sale. Outside of Champagne there are several options - Paul Cheneau makes a very nice cava(Spain) for around $10.00; Mumm's Napa Brut Prestige is sweet and uncomplicated for around $20, likewise sparkling Vouvray. Have another drink - but watch out - it'll tickle yer nose.
