I think there's a distinction between "will- power" and "the will-to-power." One refers to motivation and self-discipline, and the other to the desire to recreate the world by imposing new ideals and values. And it's true that without will-power there's not much chance of the other.
To your question. Yea, physical conditioning is a means of conditioning the Will. Because it establishes the habit of training and self-denial and the rest, not because stronger muscles will make you want to study harder. T.E. Lawrence ("of Arabia") -- for example -- put his body and mind through hell (will-power) from an early age to prepare himself for a task (the-will-to-power).
... more than anyone would want to hear about that, oh well.
