As far as I have read, he does not offer any immediate thing in its place. This is to say that he gives no direct political alternatives, which may be because politics, as far as we know it, involve the idea of you serve, I serve, we serve. Even the most powerful leader is under a god of some kind, so he is a decadent. I suppose what he would offer as hope is the higher man, who's will to power is life affirming and concerned with this apparent and only world. These men are few and far between, and if one cannot command and obey oneself, then obey the higher man.
Don't take my word for it, though, this is only my immediate thought on the subject and I have not read all of Nietzsche's works, so he may in fact offer an alternative to Nationalism.
