I was just reading Good and Evil and:
Section 201 he talks of the softening of modern man and at the end--
"Whoever examines the conscience of the European today will have to pull the same imperitive out of a thousand moral folds and hideouts--the imperitive of herd timidy: 'we want that some day there should be nothing any more to be afraid of!' Some day--throughout Europe, the will and way to this day is now called 'progress'."
And Kaufmann points me to Twilight 37 where Nietzsche says of progress, "The decrease of instincts which are hostle and arouse mistrust--and that is all our 'progress' amounts to--represents but one of the consequences attending the general decrease in vitality . . ."
The whole section 37 of Twilight is revealing. Also, whenever he speaks of 'modern men' and their 'modernity' and democreacy and humanitarian nonsense, I get a sure feeling that he has nothing but contempt for the progress of the people.
There is a lot more to be said on this subject--
