The best surfing in europe happens mainly on the basque coast on the border with france and spain, the atlantic off of portugal, and the southern tip of spain around tarifa (also in the med on occion but not consistent).

If I were you, and was looking for consistent surf for all levels of surfing, I would go to the biarritz area and surf breaks between san sebastian spain and hossegar (just north of biarritz). Its pricey to get around, but well worth the consistent surf and good atmosphere.
