Because the play is so much in two halves it gives a good opportunity to have a big contrast between the two parts - and costumes are one way to make this contrast.
Have a look at some of the reviews of productions in links on my website below for many ideas of different ways this has been done.
As well as the obvious town/country difference there are also other contrasts. For example, you can pick a time when the difference of 16 years betweent he start and finish make a big contrast - when i direceted it we picked pre-first world war and then the 20's - but you could also have the contrast between the austerity of post WW2 1950s and 16 years later could be the swinging 60's.
In general you will be looking for a fairly formal Sicilia where the King's word is law - and a very much more relaxed rural Bohemia.
Also the costumes for the final scenes back in Sicilia give a chance to show that Leontes is stuck in time - maybe dark and sombre clothes which are brightened by the arrival of Perdita and Florizel in Act 5 Scene 1.
Several productions have invented totally new worlds to capture the elements of the play - have a look at the descriptions of the first productions at the new Globe theatre in London.
